Why Paraguay
Three reasons it works, and one reason it doesn't
Paraguay residency gets oversold by online influencers as 'tax-free golden ticket'. It is not that. It is a legitimate, low-friction permanent residency in a territorial-tax country. The actual benefits below.
Territorial tax system
Paraguay taxes residents only on Paraguay-source income. Income earned abroad (your remote SaaS, your offshore consulting, your foreign rental properties) is not taxed by Paraguay. This is the headline reason most digital nomads choose it.
Permanent from day one
Unlike countries that require a multi-year temporary phase, Paraguay grants permanent residency on the first issuance (since the 2022 reform). You receive a Paraguayan cédula (national ID) and can use it across South America for some Mercosur-area travel benefits.
No mandatory physical presence
You do not have to live in Paraguay to maintain residency. After the initial in-country visit for biometrics, you can be physically present once every 3 years and the residency remains valid. (Not the same as tax residency, see below.)
It is NOT
A tax-free jurisdiction in the way the internet describes it. If your home country still considers you a tax resident, you still owe tax at home. Paraguay residency does not automatically break your previous tax residency. You have to actively meet your home country's exit rules. See the territorial-tax explainer below.
The actual mechanics
From document prep to cédula in hand: ~4–5 months
Paraguay residency requires three things: (a) clean documents from your home country, (b) an in-country visit to file, (c) patience while Migración processes. We coordinate (a) and (b). Part (c) is between you and the Paraguayan state.

Pre-arrival document prep
In your home country: police background check (apostilled), birth certificate (apostilled), marriage certificate if applicable (apostilled), passport scan, two passport photos. Apostille is critical. Without it, Paraguay rejects the documents and you fly home with nothing. ~2–4 weeks depending on your country.

Arrival in Asunción
A ~7–10 day in-country visit. We coordinate flight timing with the appointment calendar so you do not waste days waiting. Day 1: Interpol + Policía Informática (background re-check on Paraguayan side). Day 2: escribanía (notary) + Migración filing.

The bank deposit (your own funds, never ours)
You deposit USD 5,000 (or equivalent in PYG) into a Paraguayan bank account opened in your name. The funds remain in your account; they are not a fee. After 40 days the deposit becomes withdrawable. We do not touch your money. The wire goes from your bank to your Paraguayan bank account directly.

Migración processing: 40 days minimum
Migración (the Paraguayan immigration authority) reviews the file. The minimum statutory wait is 40 days. In practice it's 60–120 days depending on backlog. We monitor the file and follow up if it stalls past 120 days.

Cédula appointment
When the residency is approved, you (or in some cases, your power-of-attorney holder) appear at the Identification department to be fingerprinted and photographed. The cédula is issued ~2 weeks later.

RUC (tax ID): 30 days after cédula
Once you have your cédula, we file for your RUC (Registro Único de Contribuyentes), the Paraguayan tax identification number. Required if you want a Paraguay-issued tax residency certificate later (useful for proving residency to your home tax authority).

The USD 5,000 deposit is NOT a fee, it goes into your Paraguayan bank account in your name and is yours to withdraw after 40 days. Almost every comparable residency advertised online conflates "cost" with "deposit" to inflate the number.
What goes wrong
The avoidable mistakes
Documents apostilled wrong
Apostille must be on the original certified document. Apostilling a notarized copy of the original is the most common defect we see, Paraguay rejects it and the entire trip is wasted. We send a document checklist with photos of correct examples.
Showing up without the bank-deposit funds ready to wire
You cannot deposit cash at the airport. The wire from your foreign bank to your new Paraguayan account takes 2–5 business days. If you arrive without the funds queued, you stall the whole process and may need a second trip.
Trying to be physically present in your home country during processing
Some home countries (notably Germany, Italy) trigger tax-residency questions if you maintain a primary residence at home. Time the Paraguay arrival to align with your home-country exit if breaking tax residency is the goal.
Assuming "residency" = "tax residency"
These are two different concepts. Paraguay residency (Migración) gives you the right to live there. Tax residency (RUC + 120+ days physical presence per year + Paraguay-source income tie) is what you need to claim 'I'm tax-resident in Paraguay' on a tax form. Don't conflate them.
Skipping the RUC
Without a RUC and tax residency certificate, you cannot prove to your home country that Paraguay is your tax home. Plenty of "Paraguay residents" online cannot actually use the territorial-tax benefit because they never completed this step.

Step 1, break tax residency in your home country
Most countries tax residents on worldwide income. To stop owing tax at home, you have to actually leave according to your home country's exit rules. Some countries (Germany, France, Sweden) have exit-tax regimes. Others (UK, Italy, Spain) use 'centre of vital interests' tests. You need a local CPA in your home country to manage the exit; BCA does not give advice on your home jurisdiction.
Step 2, establish tax residency in Paraguay
Get the cédula. Get the RUC. Spend enough time in Paraguay each year (the safe number is 183+ days, the legal minimum is lower but riskier). Build economic ties: bank account, address, ideally a small Paraguayan-source income (so you have something to declare locally even at low or zero tax). This is what lets you claim 'I am tax-resident in Paraguay' on forms going forward.
Step 3, earn foreign-source income tax-free
Once you are a Paraguayan tax resident with no home-country residency, foreign-source income (your remote SaaS, your overseas consulting, your offshore rental) is not taxed by Paraguay because it is foreign-source. This is the actual benefit. But it only works if step 1 was completed cleanly.
Common shortcuts that do not work
Keeping your German rental property + German bank as your "primary": you are still German-resident for tax. Keeping a US LLC owned from Paraguay without declaring it on the RUC: technically a Paraguay-source income question because management is in Paraguay. The system has edge cases; we map them with you on intake.
Boundaries
Who Paraguay residency is NOT for
If your home country is the United States: US citizens and green-card holders are taxed on worldwide income regardless of where they live. The only US-tax exit is the formal expatriation procedure (Form 8854), which is a much larger conversation. Paraguay residency does not change US tax exposure for US persons.
If you need EU mobility or US visa-free travel: Paraguay residency is not a passport. The Paraguay passport (available via naturalization 3+ years after residency) has decent travel power but does not grant EU access or change your nationality.
If you cannot or will not visit Paraguay in person at any point: there is no remote-only path. The 7–10 day in-country visit for biometrics is non-negotiable.
